Hong Kong’s Five-Year Plan and Policy Address: Unlock Opportunities and Shape a Brighter Future

1 October 2026

2026 marks the commencement of the nation’s 15th Five-Year Plan as well as Hong Kong’s very own First Five-Year Plan, signalling a highly encouraging shift from “alignment” to “proactive planning”. To reinforce Hong Kong’s status as a global business hub, and premier “Go Global” destination for the Chinese Mainland, the Hong Kong General Chamber of Commerce has been following the development of this updated blueprint for the city since day one.

The Chamber is pleased to submit its recommendations for Hong Kong's inaugural Five-Year Plan and the forthcoming Policy Address. We welcome and support the Government's forward-looking approach to long-term planning and its commitment to building on Hong Kong's unique strengths and strategic role while fostering new drivers of growth in an increasingly competitive global environment, in alignment with the objectives of the National 15th Five-Year Plan.

Our Five-Year Plan recommendations focus on strategic direction, outlining key priorities and enabling conditions needed to enhance Hong Kong's economic competitiveness, innovation capacity and international connectivity over the coming years. Separately, our Policy Address recommendations set out more detailed measures to support business growth and transformation, unlock new opportunities, strengthen resilience, and advance the city's development priorities across the short, medium and long term.

Taken together, our submissions offer a constructive business community perspective on how Hong Kong can reinforce its position as a leading international business hub, deepen synergies with national and regional development initiatives, and foster sustainable and inclusive economic development.
