From Vision to Growth: Building Hong Kong’s Next Chapter

1 October 2026

This September, the Hong Kong SAR Government unveiled its First Five-Year Plan that charts a roadmap for the city’s upcoming growth and development. This First Five-Year Plan is a forward-looking blueprint of profound significance. Coupled with the Policy Address, it provides clear, strategic and comprehensive directions for advancing our city — from accelerating the Northern Metropolis, driving tech innovation, and bolstering our financial core, to deepening Greater Bay Area integration, promoting cultural and green living, and enhancing social livelihoods. Collectively, these focuses create a path for Hong Kong “from stability to prosperity”, and we at the Chamber are pleased to see many of our suggestions being incorporated.

Next Step for Asia’s Top City: Riding the Innovation Wave to Venture Overseas

The Hong Kong General Chamber of Commerce recently released the Asian Cities Internationality Index (ACII) 2026. Hong Kong retained its position as Asia’s top international city with a score of 74.6, and firmly secured first place in the “Business and Economy” domain. However, what warrants deeper reflection from the business community is whether this competitive advantage can be sustained. In a complex and volatile external environment, “certainty” is exactly what businesses need most. The First Five-Year Plan announced last month, alongside the new Policy Address, have provided clear direction for the market.

Harnessing Training Insights to Forge a Resilient “New Hong Kong”

In July, I visited Beijing with the rest of the Legislative Council for a study and observation trip. I was very grateful for this rare opportunity. We stayed at the historically significant National Academy of Governance, where the setting was grounded and highly functional. The curriculum was tailor-made for us lawmakers, and the lecturers were all top-tier, national-level experts and scholars. They provided profound, yet accessible, analyses of national strategies, allowing me to deeply appreciate the systemic nature of the Chinese Mainland’s government. Driving sustainable development means striking a very precise balance between security and openness.

Ambition into Action: Next Steps in Hong Kong’s Future

The year 2026 marks the commencement of the nation’s 15th Five-Year Plan, prompting Hong Kong to formulate its five-year roadmap. This formal medium-to-long-term development blueprint marks a strategic shift for the HKSAR Government from a past strategy of “alignment” to a definitive “proactive planning” mode. This transformation is set to provide the business community with clearer, more deafined and visionary path forward for business. A development we find highly encouraging.

Empowering Tomorrow’s Leaders: Bridging Education and Opportunity

Hong Kong is constantly evolving as a premier international business and financial centre, and our long-term growth is driven by one crucial factor: our talent. At a recent HKGCC Town Hall Forum, I was highly encouraged to hear Secretary for Education Dr the Hon Choi Yuk-lin outline the Government’s vision to bolster Hong Kong’s position as an international education hub. Her strategies – from expanding non-local student admissions and promoting the “Study in Hong Kong” brand to develop the Northern Metropolis University Town.
