10 March 2026

The Chamber welcomes the Government’s commitment to modernising Hong Kong’s Registered Designs regime to ensure it remains competitive, aligned with global standards, and supportive of the city’s ambitions as a regional IP trading centre and international I&T hub. A strengthened, future-ready IP framework is important to fostering innovation and growth in the digital economy.

We encourage a balanced, business-friendly implementation approach grounded in international best practices and practical for local industries, helping to reduce administrative burdens and broaden participation across the design sector. HKMA Consultation Paper on Prototype of Hong Kong Taxonomy for Sustainable Finance (Phase 2A) (“the Taxonomy”)

9 October 2025

The Chamber broadly supports the proposed enhancements to the HKMA’s Prototype of the Hong Kong Taxonomy for Sustainable Finance (Phase 2A), whilst putting forward other suggestions on its practical implementation, to achieve the objectives of enhancing Hong Kong’s position as a leading green finance hub and meeting carbon neutrality goals.

We commend the Taxonomy’s alignment with international frameworks — such as those adopted in the EU — in establishing a common language for identifying environmentally sustainable activities. At the same time, we recommend that continued attention is given to Hong Kong’s specific circumstances, particularly in relation to its energy landscape, infrastructure, and market developments. This would help maintain the Taxonomy's relevance and adaptability in the face of evolving market dynamics.

To maximise the Taxonomy’s effectiveness, we also advocate for a practical and proportionate approach to implementation, especially in sectors where decarbonisation pathways are still evolving.

Public Consultation on Copyright and Artificial Intelligence

6 September 2024

The Chamber is generally supportive of the Government’s latest proposed enhancements to the Copyright Ordinance (Cap 528) to keep pace with the rapidly developing global artificial intelligence innovation trajectory. Such proposals would be beneficial to advancing Hong Kong’s position as a leading hub for innovation, intellectual property trading, and cultural exchange. To sustain a vibrant business landscape in the area of AI, we believe that a clear, proactive, and balanced legal framework would be beneficial.

We also put forward our views on two key issues raised in the consultation - the issue of copyright protection for AI-generated original works and the introduction of a new exemption for the use of copyrighted works in computational data analysis and processing - and note that there is a divergence of views on the concept of originality and the rights of copyright owners and users which we suggest would merit consideration in the course of implementing the revised law.
