Drivers of Holistic Change: ACII Showcases the Best of Asia’s International Cities

1 September 2026

At a time of mounting global uncertainty, fragmentation and trade realignments, cities that stay truly international and deeply connected are not just competitive; they are indispensable. An international city has four core elements: stability and scalability; global interconnectedness; richness and openness to resources and ideas; and value exchange and influence1. With Asia projected to account for 60% of global GDP growth2, now is the time to dive deep into factors fuelling this evolution. The second edition of the Asian Cities Internationality Index (ACII) was launched by the Hong Kong General Chamber of Commerce (HKGCC) in collaboration with research firm Ipsos to analyse the evolution of Asia’s major hubs. By providing policy makers and business leaders with hard data and analysis, the ACII aims to foster inter-city exchange through meaningful dialogue.

Ambition is easy to declare and hard to demonstrate. When I wrote in The Bulletin a few months ago about Hong Kong’s evolution from “super connector” to “super value-adder”, I laid out our conviction that our role is not merely to introduce enterprises to the world, but to strengthen their hand as they venture into it. Now we are delighted to see that conviction at work, as the results are rolling in with real companies closing real deals in real markets.
