Northern Metropolis Engagement Session

7 May 2026

On 7 May, the Chamber convened a closed door engagement session with Ms Pecvin Yong, JP, Deputy Secretary for Development (Planning & Lands)1, Development Bureau, moderated by Mr John Siu, Chairman of the Chamber’s Real Estate and Infrastructure Committee, to update members on the Northern Metropolis (NM) - a key strategic priority under the National 15th Five Year Plan and central to Hong Kong’s deeper integration with the Greater Bay Area.

The session outlined the latest planning and implementation progress, with particular focus on the proposed dedicated Northern Metropolis legislation currently under public consultation. As part of the Government’s broader strategy highlighted in the 2025 Policy Address, the proposed framework aims to streamline planning and land processes and accelerate development across the NM.

The engagement provided members with valuable insights into Government policy direction and a constructive platform to exchange views and provide feedback during the consultation period.

Visit to Hong Kong-Shenzhen Innovation and Technology Park

6 May 2026

On 6 May 2026, the Chamber organised a visit to the Hong Kong–Shenzhen Innovation and Technology Park (HSITP), led by Mr Fred Sheu, Chairman of the Innovation, Data and Communication Committee. As a flagship project under the Northern Metropolis, HSITP exemplifies cross boundary innovation between Hong Kong and Shenzhen.

The delegation was warmly received by the HSITP team, who shared insights into the Park’s strategic vision and development progress. Located at Lok Ma Chau, HSITP forms part of the Hetao Shenzhen–Hong Kong Science and Technology Innovation Co operation Zone, operating under the “One River, Two Banks” and “One Zone, Two Parks” framework, and plays a key role in Hong Kong’s ambition to develop as a global innovation and technology hub.

Members toured key Phase 1 facilities, including the Visitor Centre, a wet laboratory unit, and talent accommodation, gaining first hand insights into how infrastructure, talent, and innovation ecosystems are being integrated. The Chamber thanks the HSITP team for their warm hospitality and looks forward to the continued progress of this strategically important initiative.
